Inez Birbiglia is the President of Skytesting Civil, bringing more than 18 years of leadership experience in land use across the public and private sectors. Skytesting Civil, LLC is a leading provider of environmental compliance and construction inspection services for public and private projects.
Her expertise in environmental remediation and construction operations spans the full development cycle. This includes design coordination, environmental investigations, planning, field oversight, construction management, and inspection services.
Birbiglia has held various roles focused on advancing the health and safety of the natural and built environments while meeting the community’s engineering needs. Before becoming president of Skytesting Civil, Birbiglia was the Director of Environmental Services at Enviroconsultants, Inc. She also served as the Commissioner of the Town of Islip Parks and Recreation Department and the Chief Commissioner of Planning, Environmental Protection, and Engineering for the Town of Brookhaven.
A recognized authority in environmental remediation, Ms. Birbiglia was appointed by the District Attorney to oversee soil management and remediation for high-profile environmental crimes in New York State. She successfully managed the cleanup, restoration, and reconstruction of major public assets, including Roberto Clemente Park and Suffolk County West Hills Park, remediating more than 100,000 tons of illegal dumping combined.
Ms. Birbiglia holds a BA from the University of Pennsylvania and an MA from Columbia University, and maintains multiple professional certifications, including NYS Asbestos Investigator, NYS Mold Assessor, EPA Radon, Nuclear Safety, ACI Concrete Grade I, and OSHA.
